Description of Quality Control Coordinators (QCC)-- Their Duties,
Responsibilities, and Authority

1. Description
~~~~~~~~~~~
A. Quality Control Coordinators (QCC) are the primary operatives
for assuring that quality in IGA_Net<tm> operations is maintained
throughout the network.
B. As depicted in the IGALIST, QCC's are directly under, and
therefore are responsible to, the IGA_Net<tm> Zone Coordinator..
C. QCC's are appointed and discharged by the IGA_Net<tm>
Zone Coordinator.
2. Duties, Responsibilities, and Authority

The following duties, responsibilities, and authority are
delegated to all QCC's within IGA_Net<tm>.
A. The QCC's will ensure that IGA_Net<tm> rules are enforced,
practiced and obeyed in all operations within IGA_Net<tm>.
B. The QCC's will monitor the Moderators of the IGA_Net<tm>
conferences to see that they are present in the conference and
performing properly. The QCC's will ensure that the rules are
published, as a minimum, once monthly in each conference. The QCC's
will also ensure that the rules which are posted are followed
faithfully.
C. The QCC's will monitor *all* conferences to ensure that all
originators of messages in IGA_Net<tm> echoes observe all rules
published. If a violation is detected, (in the absence of knowledge
that someone else has taken care of the matter) the QCC's will:
1) netmail/contact the violator immediately and take actions
which will *ensure* the violation is not repeated. The actions the
QCC's can take include a broad range -- from a mild caution to the
violator to having the violator's feed to IGA_Net<tm> severed. This
latter action should be reserved for only the most heinous violations
(e.g., a flame). The creed to be followed in correcting someone should
be: "Walk softly because you carry a big, big stick." If a QCC feels
that a violator's feed must be severed, that QCC will coordinate with
the Zone Coordinator of IGA_Net<tm> (440:1/1) and with the Moderator
of the affected conference prior to finalizing such action.
2) Netmail/contact the Moderator of the conference in which
the infractions occurred with a complete report of the problem and
action(s) taken.
3) In cases of very minor infractions (e.g., an incorrect
node number in the origin line of a message, etc.) the QCC's may enter a
message to the violator directly in the conference wherein the
infraction occurred. When this method is used, the QCC will ensure
that he identifies him/herself as the Quality Control Coordinator of
IGA_Net<tm> to the errant party.
D. The QCC's will monitor to insure that a person severed from a
conference is not allowed to enter messages on any IGA_Net<tm>
conference. This duty will gain in importance as the net grows larger
in size.
E. Using the fastest means practical, the QCC's will notify the
Zone Coordinator of IGA_Net<tm> (440:1/1) concerning problems
--or potential problems-- which the QCC's observes *anywhere* in
IGA_Net<tm> and which the QCC feels are beyond his/her ability to
control. In this duty, the QCC's are not limited to conference
operation. The voice telephone numbers of the IGA_Net<tm> Zone
Coordinator and the QCC's's are contained within the current IGA-GBBS,
should that means of communication be needed.
F. The QCC's will ensure that all documents distributed within
IGA_Net<tm> are *current* of the highest quality. In this task, the
QCC's will either:
1) Provide drafts of corrections needed to the Zone
Coordinator, IGA_Net<tm>, or
2) Coordinate with responsible persons to provide drafts of
corrections needed to the Zone Coordinator, IGA_Net<tm>.
G. Any concern with matters relating to the QCC's duties will be
taken up directly with the Zone Coordinator of IGA_Net<tm> (440:1/1)
as soon as practical.
H. This document may be changed and updated as requirements are
identified and/or exist.
